General Membership Meeting with Speakers Probate Judge Frank Barger & Madison County Tax Assessor Cliff Mann

All HMCBA members are invited to attend a general membership meeting and dinner with special guest speaker Probate Judge Frank Barger. This event will be held in the Straight to Ale Speakeasy room at Campus 805. Attendees will have the opportunity to network with other homebuilding professionals and gain valuable insight from Judge Barger on how the Probate Office impacts the homebuilding industry.  

Probate Judge Frank Barger 

Frank Barger has served as the Probate Judge for Madison County since 2019. Since taking office in 2019, he has presided over more than 9,500 hearings while modernizing court operations, expanding the use of technology, and improving election management. Under his leadership, the court’s workload has more than doubled while maintaining one of the most efficient processing and hearing schedules in the state.

Judge Barger is a recognized leader across Alabama, serving on numerous boards and committees focused on legal affairs, records management, child protection, and mental health. He has been honored for his commitment to mental healthcare in North Alabama and his work supporting adoption and family services.

A lifelong resident of Madison County with family roots spanning eight generations, Judge Barger remains deeply involved in the community through nonprofit and faith-based service.

Madison County Tax Assessor Cliff Mann 

Cliff Mann was first elected as Madison County’s Tax Assessor in 2014. As a native of Madison County and having grown up on a farm in the area, Mann realizes that a person’s property is important to them. Whether one owns a home, farm, or business, they want to be treated with respect, honesty, and fairness in regard to issues involving their property. Mann’s goal is to run the Tax Assessor’s office as efficiently as possible while providing the level of customer service the taxpayers expect.

Prior to serving as Madison County Tax Assessor. Man earned a Bachelor of Arts degree in Communication from Auburn University, as well as a Master of Arts in Bible from Alabama Christian School of Religion. He then served in the ministry for a number of years before returning to Madison County to work in the real estate industry. For nearly twenty years, Mann served the community as a REALTOR. Mann has served as the President of the Huntsville Area Association of REALTORS and as a State Director for the Alabama Association of REALTORS. 

In addition to his professional accolades, Mann is heavily involved in the community, where he has served as a board member for Habitat for Humanity of the River Valley, President of the Huntsville-Madison County Auburn Club, and as an elder and Bible class teacher at Mayfair Church of Christ.
